Targeted Intervention (TI) Project

  • To extend health awareness outreach services with 100% of population.
  • To provide (Behavior Change Communication) BCC services 100 % community for safer sex practices.
  • To prevent and cure (Sexually Transmitted Infections) STIs among 100% of targeted population.
  • To ensure 100 % HIV testing of targeted beneficiaries two time in a year.
  • To ensure 100 % targeted beneficiaries will be counseled in every quarter.
  • To ensure 100 % RMC in every quarter among MSM and FSW population.
  • To ensure general community will be counseled in every quarter.
  • To promote safer sex practices among 100% targeted beneficiaries.
  • To ensure safer injecting practices among the Injecting Drug Users.
  • To promote OST among the IDU population.

  • To establish linkages with care and support services for PLHA among target population.

Project Staffing structure and their responsibilities

Network with key district level officials such as DM,SP and DAPCU to sensitize them about HIV AIDS and ensure financial integrity of the project
2 Project Manager 1 Hemant Goswami

Network with key district level officials such as DM,SP and DAPCU to sensitize them about HIV AIDS and ensure financial integrity of the projectKey Roles and Responsibilities: The Project Manager will be responsible for leading the project team, design and implementation of Targeted interventions for HIV / AIDS prevention among the specified target group within the given geographical area and responsible for the overall service delivery for the community as per the performance indicators. The key result areas of the Project Manager shall include:
  • To evolve a long term vision and an operational action plan for the next three years and to document the same
  • To design and develop an appropriate project management plan and to ensure cost effective implementation
  • To develop a MIS covering various aspects of the TI so that continuous monitoring of the performance is possible with appropriate checks and balances
  • To understand the needs of the project team and to co-ordinate with the TSU, Targeted Interventions/SACS NGO and other external resource persons so that quality training and capacity building are undertaken
  • To develop a weekly work plan as per the performance indicators for the Outreach workers and Counselors keeping in mind the quarterly requirements of the project
  • To conduct weekly/ monthly meetings with the team members, peer educators & outreach workers, to identify the shortfalls in each of the proposed activities (condom distribution/ social marketing, BCC, community mobilization STD services etc.,) and to evolve corrective measures/ plan of actions
  • To build the project team by leading by example, by assisting and motivating through participative management to ensure effective service delivery to the target community
  • To maintain key relationships with stakeholders involved in the HRG networks: police, health officers, DAPCU, social welfare department.
  • Key Tasks :
  • Developing and implementing appropriate strategies / systems / plans for varied needs of the programme including yearly and long term plans, MIS, project management, training and capacity building including developing local resources, financial management etc.
  • Facilitating advocacy meetings, focus group discussions at the field, conduct awareness campaigns along with the field team, supervise the clinical operations
  • Undertaking a continuous analysis of the project activities & the cost incurred and to ensure cost effective implementation
  • Managing the Field Supervisors and ensuring that the project activities are completed in time
  • Visits to the clinic/ field to interact and understand the requirements of the community for at least thrice in a week
  • Reporting
  • The Project Manager will report to the Secretary/ Director/ In-charge of the Project within the NGO and shall act in accordance with the general rules and regulations of the organization during his/her tenure in the organization.

3 M&E cum Account Officer 1 Arvind Rajput
Key Roles and Responsibilities:
The staff is responsible for documentation and sending the project level MIS update to SACS. Assist PM in weekly/ monthly/ quarterly/ yearly report writing, record keeping, facilitate decision making and to prepare proposals and budgets based on the past experience and data analysis. He/she should be undertaking a continuous analysis of the project activities & the cost incurred and to ensure cost effective implementation and monitoring of the performance indicators
Finance related:
In charge of all accounts related work. Accountant will be in charge of CMIS also. She/he is entrusted with managing the petty cash, managing the cash and bank balances and updating the accounts daily as per the transactions. In addition to the above responsibilities he/she is desired to compile, retain, share any project related information and entering these information into designated formats of CMIS either electronically/manually. In addition he has to liaison with the project manager in maintaining the medicine/condom stock registers, advance cash registers, purchase of the office items, procurement of capital assets etc. It is the responsibility of the accountant to ensure that transparency is maintained and the accounting and financial systems are in place. The Project Accountant –will work under the direct supervision of the Project Manager.
Reporting:
The M&E cum Account officer will be reporting to the Project Manager and shall act in accordance with the general rules and regulations of the organization during his tenure in the organization.
Position:
The position is on contract basis initially for one-year renewable subject to annual performance review.
4 ANM/Counselor 1 Rohit Dubey
Key roles and responsibilities:
The ANM/ Counselors are the lampposts in creating BCC among the individuals in the high risk target group and shall act in co-ordination with the fieldworkers and project managers in the overall service delivery for the community. They should have good attitudes towards HRGs and be able to take feedback from the community in order to improve service delivery.
ANM:
Counseling of HRG, primary examination, preliminary screening for STI, referral, follow up and record maintenance etc.
Counselor:
Counseling of HRG, ensure screening for STI, referral, follow up, record maintenance, referral to ICTC, TB clinic etc.
Reporting:
The ANM/ Counselors will be reporting to the Project Manager and shall act in accordance with the general rules and regulations of the organization during his tenure in the organization. Key roles and responsibilities:
In charge of outreach and supervision of PEs, counseling, linkages etc. Ensure at least 4 day field visit in a week to assigned areas, ensure micro plan and line listing are updated, ensure FGD are conducted, prepare monthly action plan for each hotspot. Should ensure weekly peer diaries/tracking sheets are maintained, ensure monthly report collection from PEs, submission of own reports to the project office. Should facilitate the crisis response activities. Should be literate with good knowledge of the local community and should preferably be form the HRG community that she intends to work with and have an experience of having worked as peer educator. Ensure all new contacts of peers should be covered by ORW.
Reporting:
The Outreach workers will be reporting to the Project Manager and shall act in accordance with the general rules and regulations of the organization during his tenure in the organization.
Position:
The position is on contract basis initially for one-year renewable subject to annual performance review
6 Peer Educators 10
Over time, peer educators need to be capacitated to take on more responsibility for the programme.
  • To conduct BCC sessions (1 to 1 and 1 to group including FGD)
  • To provide condoms to HRG
  • To facilitate and replenish condom depots in the project area
  • To mobilize HRG for project related activities
  • To participate in all project related activities
  • To ensure that the clinical services are undertaken unhindered (organizing medical camps, mobilizing STD patients to the clinic etc.,), compliance of STD cases, Referrals to ICTC, private providers, syphilis screening , TB Screening etc, tracking the re-infections, co-ordinate with the PM and the Accountant for procurement of medicines in time
  • To co-ordinate with the ORW and outreach team in creating appropriate strategies and advocacy environment for successful implementation of TI in the target area Key Tasks
  • Implement the evolved strategies / systems / plans at the field
  • Participate in all project activities along with field team
  • Field visit should be daily
